The long and short of it is that our friend jdogg836 is spot on in his replies to you. Whether a credit card application is accepted or declined is the sole purview of Citibank N.A. If you haven't already reached out to them, you may do so by calling (888) 574-1301. They are best positioned to address your concerns regarding your credit application.
I had to login to Citi bank today, several times. The first time auto-entry failed. But since they, it has worked every time. There might be some timing problem with when the injected javascript fires. The URL I used stated with online.citibank.com, in case that's helpful. 59ce067264
